For casual play, they’re both fine decks. For competitive play in tournaments, neither would rank higher than a 2 or 3 imo. Just not enough powerful threats. The first deck is pretty much useless unless your opponent is playing a ton of artifacts. Now, if you added 4 Liquimetal Coating to the deck (allows you to turn any permanent into an artifact), then you could blow up whatever you wanted on your opponents board every time you play one of those Manic vandals or Oxxida scrapmelters.
I’m not sure where you’re going with the 2nd deck, life gain or discard. If you try and fit both into one deck, your more likely to fail at making either succeed. You’re more likely to end up gaining a little life and making them discard a card or two, but not enough of either to win.
